Monument of Joy Breakthrough Outreach Ministries was birthed through Apostle Zoe El in Norfolk, Virginia at 3539 Ocean View Ave in October 1998. It was organized as a church in November 1998. A few of the ministries in operation were the Transitional Home, Evangelism and the Food Ministry, in which Apostle Zoe El reached out to the lost.
